Title 1 School

What is Title 1?

Title I is a part of the No Child Left Behind Act of 2001 (NCLB). A Title I school is a school that receives supplemental federal funding due to a percentage of low-income students. Title I funding is intended to help close the achievement gap between low and high performing schools and ensure that all children have the opportunity to meet challenging State academic content and obtain a high quality education.

A Parent's Right to Know:

Teacher/Paraprofessional Qualifications and Certifications

The Greene County School District is committed to helping your child develop the academic knowledge and critical thinking he/she needs to succeed in school and beyond. With Title I schools in the district, we must meet federal regulations related to teacher qualifications as defined in ESEA. These regulations allow you to learn more about your child’s teacher’s training and/or credentials. We are happy to provide this information to you. At any time, you may ask:  

  • Whether the teacher met state qualifications and certification requirements for the grade level and subject he/she is teaching,
  • Whether the teacher received an emergency or conditional certificate through which state qualifications are waived, and
  • Whether undergraduate or graduate degrees the teacher holds, including graduate certificates and additional degrees, and major(s)or areas of concentration.

You may also ask whether your child receives help from a paraprofessional. If your child receives assistance, we can provide you with information about the paraprofessional’s qualifications. 

We work very hard to make sure your child has a high quality education. Our commitment includes making sure that all of our teachers and paraprofessionals are highly skilled.

Policy/Plans for your review:

We value parent input and comments at any time regarding our Title I documents. Our School Improvement Plan, School-Parent Compact and Parent Involvement Policies are posted on our district's website for parents to view and give feedback throughout the year.  All parent feedback will be used to revise school plans and policies for the next year. Title I - School Improvement Plan

A schoolwide program is a comprehensive reform strategy designed to upgrade the entire educational program in a Title I school. Its primary goal is to ensure that all students, particularly those who are low-achieving, demonstrate proficient and advanced levels of achievement on state academic achievement standards. This schoolwide reform strategy requires that a school:

  • Conduct a comprehensive needs assessment.
  • Identify and commit to specific goals and strategies that address those needs.
  • Create a comprehensive plan.
  • Conduct an annual review of the effectiveness of the schoolwide program and revise the plan annually or as necessary.

A school improvement plan is aligned to the district strategic improvement plan and serves as the strategic and operational plan for the school.  The school strategic improvement plan is developed and updated using a continuous improvement process.

Under the Elementary and Secondary Education Act (ESEA), Title I regulations for federal compliance, parents are encouraged to provide input on the revisions of the School Improvement Plans.  All feedback will be used during the revision of the plans.  You can review School Improvement Plans by clicking on the school's name below.  Hard copies of all Title I documents are also available in the main office of your child’s school or the media center. Feedback may be submitted by electronically submitting feedback using the “comment box” below.   You may also provide comment at any time to your child’s principal or the district’s Title I Director.

Title I - (District) CLIP - Comprehensive LEA Improvement Plan

Greene County School System (GCSS), also referred to as the Local Educational Agency (LEA) or district, is committed to establishing partnerships with parents and community members and encourages their participation in the design, implementation, and evaluation of its Comprehensive LEA Improvement Plan (Title Funded Programs).

In order to receive federal funds, the LEA must submit a Comprehensive LEA Improvement Plan (CLIP).

The CLIP is comprised of three parts:

—2. System Profile
—3. LEA Implementation Plan
